What Five Federal Agencies Just Proposed

Bonus Content: Adobe’s Substance 3D Is Pushing Into Industrial CAD

A note from our friends at Decentralized Masters(ad)

Dear Reader,

You lock your doors. You shred your mail. You watch what you post online.

But on June 18th, five federal agencies, including the Federal Reserve, proposed a rule that reaches somewhere most people never think to protect…

Your money.

Private companies now issue their own digital dollars, used for payments and transfers online.

The new rule would require those companies to identify every customer the same way a bank does.

Your name, attached to every digital dollar you buy.

Most people missed it.

They were busy celebrating the July 11th ban on the Fed’s digital dollar, which does nothing to stop the private versions.

Now you might be thinking…

“I don’t use digital dollars. Why should I care?”

Because Bank of America, Wells Fargo, Citi and Capital One are among 21 financial institutions planning a joint one, targeting launch next year.

A digital dollar backed by Visa and Mastercard went live September 30th.

PayPal’s is already in Venmo.

Zelle has announced one too.

Sooner or later, the dollars in your accounts will likely move through these systems.

And any privacy-minded person should read this twice…

Right now, the rule only covers buying digital dollars from the company.

But the agencies are considering going further.

Tracking your name every time those dollars change hands.

Person to person. Payment to payment.

Public comments closed August 21st. Now the decision is up to them.

It’s being framed as crime prevention.

It always is… isn’t it?

What’s in your safe is yours. What’s in the bank is a promise.

Digital dollars work like the bank.

A company stands behind every one, and by law that company must be able to freeze them.

But some digital assets have no company or bank behind them at all. You hold them directly, like what’s in your safe.

That’s why I recorded a free presentation on our “Digital Dollar Immunity” System.

It shows how we hold a portion of our assets outside that system.

4,500+ members are already doing this.

Adobe’s Substance 3D Is Pushing Into Industrial CAD

ADBE closed Monday at $256.73, roughly 29% below its 52-week high of $363.70. The bear case centers on slowing net new ARR and AI competition from cheaper creative tools. The bull case, reflected by the Street’s top published target, sits at $373. The gap between those two positions is where the real trade lives, and it runs directly through a product line most equity analysts do not model with precision: Substance 3D.

What Changed at SIGGRAPH

At SIGGRAPH 2026 this past July, Adobe announced a major Substance 3D Painter release, expanded OpenPBR support across the entire ecosystem, and new end-to-end digital twin workflows. Together, those upgrades mean fewer manual workarounds, more consistent results, and less time lost between idea and final output. That is a vendor press release. The industrial reality behind it is harder to dismiss.

Adobe says Substance 3D supports a full digital twin workflow through open standards like USD and OpenPBR. At SIGGRAPH, Adobe demonstrated an end-to-end pipeline from CAD to digital twin, positioning connected tools as a faster path from product design to review while laying groundwork for AI-assisted workflows. The operative phrase is “from CAD to digital twin.” That is not a visualization play. It is a direct insertion into engineering review cycles that previously required standalone CAD platforms from Autodesk, Dassault Systèmes, or Siemens.

The Industrial Adoption Signal

Manufacturing is positioned by Adobe as a key Substance deployment area in 2026, with examples spanning automotive suppliers, consumer electronics manufacturers, and industrial equipment OEMs using Substance for product visualization tied to digital commerce, digital twins, and AR assembly guidance. That breadth matters. When an OEM adopts Substance 3D at the tier-1 level, it pulls adjacent suppliers into the same workflow standard, a land-and-expand dynamic Adobe’s Creative Cloud installed base knows well.

HP says it and Adobe are delivering customers faster capture speeds, greater imaging control, and new frame-rate and resolution options, with the update expanding integration with Adobe Substance 3D Sampler through Windows and Mac endpoints to support hybrid AI inference on NVIDIA Jetson AGX. Since the release of HP Z Captis with Adobe Substance 3D integration, HP has pointed to adoption across industries including footwear and fashion, automotive, and aviation to support digital twin workflows at scale. A hardware partnership with HP, running inference on NVIDIA silicon, is not a feature update. It is infrastructure positioning.

The Revenue Math Wall Street Is Missing

Total Adobe ARR grew to $27.50 billion at the end of Q3 fiscal 2026, representing 11.2% year-over-year growth, driven by strength in Creative Cloud flagship apps, Acrobat, and Adobe Experience Manager. Substance 3D does not appear as a separate segment. That opacity cuts both ways: it obscures the unit’s contribution, but it also means enterprise industrial adoption is not yet influencing how the consensus models the stock.

Claims about AI generative design delivering 30–50% faster time-to-market, 10–50% weight reductions, and up to 20% cost savings vary widely by use case and are not consistently supported as generalizable benchmarks across industries. For an enterprise paying $50,000 or more annually for engineering software seats, even a measurable reduction in prototype iteration time can become a quantifiable ROI figure that justifies contract expansion.

Technical and Scenario Framework

ADBE is trading below both its 50-day and 200-day moving averages. The 12-month consensus price target is $272.31, against a close of $256.73 on October 20, with a 52-week range of $190.12 to $363.70. That beta varies meaningfully by data vendor and lookback window, so treat it as a secondary input rather than a primary risk parameter: any macro risk-on rotation can still amplify moves in both directions.

  • Bull Case ($326): Adobe repurchased approximately 9.5 million shares last quarter and had $24.55 billion remaining under its authorization as of quarter-end. The Street’s published high target is $373 and the consensus target is $272.31. The bull case stands at $326.20. The trigger: enterprise Substance 3D ARR accelerates into Q4 guidance, giving management a discrete AI revenue line to surface for investors.
  • Base Case ($265): Revenue growth holds near 12–13% into the December quarter. Analysts maintain a mixed outlook with a consensus Hold rating and average targets clustered in the mid-$260s, with growing AI subscriptions supporting fundamentals although slower recurring revenue growth remains a concern. Stock drifts toward consensus target as industrial 3D adoption stays a background story.
  • Bear Case ($200): Remaining performance obligations grew 8% exiting Q3 fiscal 2026, and analysts have continued to pressure management on net new ARR. Goldman Sachs has published a $200 target. If net new ARR decelerates further into fiscal 2027, that $200 level becomes the gravitational anchor.

Trader Positioning Framework

The December 9 earnings date is the next discrete catalyst, but Adobe has not confirmed it, and it is an estimate based on prior reporting patterns. Traders watching the Substance 3D angle should monitor whether management segments industrial or enterprise 3D revenue in the Q4 call. Any quantification of manufacturing-sector ARR would close the information gap the market is currently pricing as risk. Key support sits near the September intraday low of $224.67. Resistance is clustered at $267–$272, where multiple analyst targets converge. Volatility also varies by source and measurement window, so treat any single annualized figure as directional rather than definitive. The asymmetry favors preparation over conviction.

The earnings catalyst dynamic here has precedent worth understanding. Adobe’s prior quarterly beat failed to lift the stock because leadership uncertainty overwhelmed the revenue signal, which is the same mechanism traders need to price around the December print.
